I have a mixed experienced with articles directories. Like you said that avoid low quality directories as they might harm your SE rankings.

The only thing that is to be considered more carefully after you have selected a directory is that how much time it will take to approve and make your article live.

I have some articles submitted over 4 months which are still pending review.

This list you have provided will surely come in handy. You said its a partial list? When will you post the complete list
